It is free (as in speech and in beer), it is open source and it runs on Linux (and other Unixes), Windows and MacOS. The chosen interface doesnt help you with the learning process, as many of the most important tools are hidden in menus. The GIMP is a image manipulation program. Note: to make changes any of the individual layers, choose Layer > Smart Object > Edit Contents (or double click on the Smart Object Layer’s thumbnail in the Layers panel). You’ll need to be self-taught too, as GIMP doesnt come with tutorials. In order to warp multiple layers as if they are “merged together”, first convert them to a Smart Object, then choose Edit > Transform to warp the Smart Object. 
GIMP has its own type of file format for saving layered files. This is huge if you ever plan on upgrading to Photoshop or if youre downgrading instead.
